You can use data available in Ads Data Hub to build audience lists for use in Google Ads and Display & Video 360 accounts.
To be eligible to serve on network inventory, audience lists must contain 100 or more 30-day active users. To serve on YouTube, they should contain 1,000 or more 30-day active YouTube users. If the number of active users is lesser than the required number of users on the list were active in the last 30 days, the audience lists you create won't be eligible for targeting in Google Ads and Display & Video 360. Audience queries are subject to event-level limitations and privacy checks.
