Because Google is based in the United States, Display & Video 360 isn't available to advertising clients who are in countries or territories that are subject to sanctions by the United States Office of Foreign Assets Control (OFAC). This includes the following countries and territories:
- Crimea
- Cuba
- So-called Donetsk People's Republic (DNR) and Luhansk People's Republic (LNR)
- Iran
- North Korea
- Syria
Recently added regions
If you're based in a location that's recently become subject to OFAC sanctions (for example, Crimea), your Display & Video 360 account has been suspended.
If your account is affected by these sanctions, we’ll notify you when we suspend your account. No grace periods or exceptions are possible.
Account access within embargoed regions
Even if your account is not based in one of the embargoed countries or territories, you could still be affected by the embargo. That's because when you’re physically present in an embargoed country or territory, you won't be able to sign in to any Google Marketing Platform products. However, you can still access any Google Marketing Platform sites that don’t require signing in.
Geography targeting
Countries or territories subject to OFAC sanctions are not targetable (and do not appear as targeting exclusions) in any Google Marketing Platform products.
If your campaigns specifically target a country or territory that has recently been added to the OFAC list (for example, Crimea), ads targeting that country or region will stop running. To resume those campaigns, change your geotargeting to avoid targeting the embargoed country or territory. If you use Display & Video 360, see our article on geography targeting in Display & Video 360. If you use Campaign Manager 360, see our article on geographic targeting in Campaign Manager 360.
Account support and optimization
If you're located outside these regions but promote products or services based in the region, you're not eligible to receive customized support or account optimization.
