To sell Google products and services to a customer, you must have the customer’s purchase consent. Purchase consent authorizes you to order a product or service, plus any other products or services in the same product group.
About purchase consent & product groups
If a customer hasn’t bought any products or services from Google or another reseller, you automatically have purchase consent to sell them any product or service. Otherwise, the customer must give you purchase consent for a given product group in their Google Admin console. When you have purchase consent for a product group, you can sell the customer any product or service within that group.
If a customer has bought a product or service within a product group from Google or another reseller, you can’t sell them any product or service within that product group. For more details, review How purchase consent can change (later on this page).

How purchase consent can change
If you have purchase consent for a product group but don’t order any products or services, the customer can give another reseller purchase consent for that product group in their Admin console. Or, the customer can order a product or service within that product group directly from Google. In either case, your purchase consent for the product group is removed.
If a customer transfers a subscription from you to a different reseller or Google, your purchase consent for the related product group is removed. Likewise, if a customer transfers a subscription to you, you receive purchase consent for the related product group.
