Before your customers can use their Google Workspace or other Google service, they must sign in to their Google Admin console and accept a Google Terms of Service (TOS), such as the Google Workspace Terms of Service.
If your customer transferred from another reseller, the super administrator in the customer's organization must sign a new Google Terms of Service.
Billing starts immediately after you add a subscription, whether or not the customers has signed the TOS. You can still manage and provision your customers before they accept the TOS. However, the customer’s account stays in a suspended state until they accept the TOS.
Follow up with new customers

When you add a new Google Workspace customer, you enter the customer's email address (do not enter your own email address). The customer automatically receives an email with their administrator name, temporary password, and instructions to sign in to the Admin console.
