Upcoming launch: Choose who can respond to your forms

In the second half of 2024, you’ll be able to choose individuals or groups as form responders. As part of this launch, form owners will no longer be able to send forms to and receive responses from users in trusted domains via this form setting. To check if you have trusted domains enabled on your domain, go to the Admin console.

Instead of sharing with trusted domains, form owners in your domain will have more control over who can access and respond to Google Forms with new sharing settings. For instance, form owners will be able to add specific people, a group of specific people, and/or target audiences from your trusted domains as form responders.

What is changing?

You’ll be able to select responders the same way you can currently share other Google Drive files. We will update this article and share more information about how to add responders to your forms once the upgraded features are available.

For new forms

At the time of the launch (second half of 2024), only newly created forms will have the new granular control over who can respond to their forms. 

Form owners will be able to share their form with specific people, a group of people, or a target audience for every new form going forward.

For existing forms

After the launch (second half of 2024), we will start automatically upgrading your existing forms to the new experience. Once your forms are upgraded, form owners can share with specific people, a group of people, or a target audience so users in trusted domains still can respond to existing forms .

Upgrading forms to the new experience will take some time to complete. After the launch (second half of 2024) and before you are automatically upgraded, users in your trusted domains will not be able to respond to relevant forms and you will only be able to solicit responses from users within your domain. However, at launch (second half of 2024), instead of waiting for forms to be automatically upgraded, form owners can manually upgrade their forms, which will allow them to add specific people, groups, or target audiences as responders. 

Note: We will provide more detailed instructions regarding how to manually upgrade your forms closer to the launch date in 2024.

If form owners choose not to manually upgrade and want to continue allowing users outside their domain to respond to your forms in the transition period, another option is for them to make their forms public.

What do I need to do?

Start planning for the change to ensure a smooth transition for your organization. In preparation for the upcoming launch, see what actions you can take before and after the launch.

Before the launch

To ensure that users in your configured trusted domains can continue to respond to your organization’s forms, we recommend the following:

  • You or the form owner should create Google Groups containing the users who need access to relevant forms. After this change is rolled out, form owners should share their forms with these groups. 
  • If you have Google Workspace licenses that permit it, you can configure target audiences for your domain(s) that contain the impacted users from your configured trusted domains. After this change is rolled out, form owners can share their forms with those target audiences.
    • Important: To create a target audience from users in a trusted domain, the admin has to create a group with all users in a trusted domain. You can only create target audiences with users that have the following accounts:
      • Business Standard and Business Plus
      • Enterprise
      • Education Standard and Education Plus
      • Enterprise Essentials and Enterprise Essentials Plus.
      • Nonprofits
      • G Suite Business

After your forms are upgraded

To ensure users outside of your domain can respond to forms from your domain, your organization must allow external sharing. After external sharing is allowed, form owners can share their form in several ways:

What happens if I do nothing?

Existing forms that are domain-restricted will no longer be accessible to users in trusted domains. Your form will be migrated automatically sometime after the launch, but the form owner will need to share the form with a group of people, specific people, or a target audience in those trusted domains. Otherwise, the form owner will need to manually upgrade their form (details to come) and then add the appropriate users, groups or target audiences as responders.

How do I make sure users can still respond to forms in my domain?

Users in trusted domains will not be able to respond to domain-restricted forms. Learn what steps you can take to make sure users can still respond.

How can I share forms outside a domain? 

For new forms: After the launch, form owners can share their forms outside of their domain by adding users, groups, or target audiences as responders to their forms.

For existing forms: After the launch, form owners will need to make sure their form is upgraded, and then add users, groups, or target audiences as responders to their forms.

How do form owners in my domain make a form public before the launch? 

Before the launch, form owners in your domain will be able to change the access to a form so that anyone with the link can respond to the form. Learn more about how to control form access.

Important: This means anyone with a link to the form can respond to it, but it's the best way to ensure users in trusted domains do not lose access to relevant forms.
