What is a master service agreement (MSA)?

The Master Service Agreement (MSA) is a contract that sets the standard Terms and Conditions for one or more Google Ads account budgets. An MSA is set at the payments profile level and must be accepted by a payments profile admin user. Once an MSA is accepted, it will automatically apply to all future ads account budgets linked to the profile.

Note: An MSA can be created while creating a billing setup on Google Ads.

What is a budget service agreement (BSA)?

A budget service agreement (BSA) is an agreement at the account budget level. If you require a service agreement that specifies the amount and date range of your budget, you can choose to create a BSA when creating an account budget. Note that this type of agreement is budget-specific and would need to be accepted via email for each budget that is created with a BSA.
