This kind of spending pattern is temporary (2–3 days) and will return to spending throughout the day as it learns and adjusts and/or as outside factors such as auction dynamics change.

If your actual average CPAs have been around $10 USD for the past 14 days, suddenly reducing your Target CPA to $2 USD can cause a drop in serving or fluctuations in performance.
