You can add a credit or debit card issued in South Korea for Google Play purchases in Korean won using your Google Account. However, you need to make sure that you add the card in the Play Store. Check the credit or debit card you tried to add

Make sure you add a credit or debit card that's issued by a bank or a credit card company in South Korea. You can add most of the locally issued credit or debit cards in South Korea regardless of whether it has a global network brand such as Visa or Mastercard. Complete the verification process on your mobile phone

If you add a local credit or debit card on your Google Account for the first time, you’ll find an additional process to verify your identity before the on-screen instructions to add a card. Tip: Once you complete the identity verification process, you can’t edit your profile. If you want to retry the identity verification process, close your profile in payments.google.com then try to add a credit or debit card in the Play Store for South Korea.
