Why this issue is happening
The main image associated with your product has poor image quality. As a result, this product may be prevented from showing in ads and free listings until the image quality improves. Learn more About image requirements.
High image quality is strongly correlated with user engagement and clicks. To resolve this issue, improve your image quality. You'll provide a better experience for the users who view your product and may increase performance of your ads and free listings.
How to fix your issue
Update your products with higher quality images.
Fix products one by one directly in Merchant Center
Go to Products in Merchant Center, then select the Needs attention tab.
Use the filter icon
above the table to view products with:
“Issue title” = Low image quality [image_link]
Click on the title of the product you want to fix, then click Edit product.
Update this product with higher quality images.
Select Save.
Fix multiple products at once
Go to Products in Merchant Center, then select the Needs attention tab.
Use the filter icon
above the table to view products with:
“Issue title” = Low image quality [image_link]
Select the download icon
to download a list (.csv) of all affected products for all issues or this particular issue.
Cross reference the downloaded list with your uploaded product data, and make sure that each affected product has a supported language for each feed of the target country.
Reupload your corrected product data to Merchant Center using your chosen upload method.

After making the requested changes, check that you've fixed the issue by making sure it's no longer listed on the "Needs attention" page.
