A custom message is sent to users who are expected to be affected by a crisis.
Local users impacted by a upcoming crisis receive both a push notification and inbox message. These messages include the following information:
- Crisis name
- Crisis center details (location, phone, etc.) - required for messaging
- Closure details (if available)
- Attribution to organization/user who submitted information
