Before you assign phone numbers to people in your organization, they need a license for Google Voice. Licensing is user-based. After you assign Google Voice licenses to users, they appear on the Google Voice Users page.
You can assign licenses from the Users page. The User’s page can be accessed directly from the Admin panel, or through the Google Voice service management settings.
Note: It may take up to 24 hours for a user’s license to be assigned.
