The privacy policy URL appears in the "Learn more" section of your European regulations messages and ads personalization controls messages (Beta) . When you add or update the privacy policy URL of an app or site, the URL is updated in any existing messages and also added automatically to new messages that you create.
As required by the Google EU user consent policy, you must provide users with details of your organization's data and cookie policy on your European regulations messages
Ensure your data and cookie disclosure policy pages:
- Exist on separate paths from any other URLs where your message will appear. If your privacy policy URL and other pages on your sites and apps share matching paths, we recommend changing your privacy policy URL to a separate path from any other URL where your message appears to ensure they're not matched.
- Don't host scripts that require user consent, including ad tags.
- Don't contain the Funding Choices consent message tag.
Complete the following steps to add or update an app or site’s privacy policy URL:
- Sign in to Google Ad Manager.
- Click Privacy & messaging.
- Click Manage on one of the message type cards on the Privacy & messaging page. Privacy policy URLs are required for European regulations messages and ads personalization controls messages.
- Navigate to the apps or sites list by completing one of the following steps:
- In the Messages table, click any link in the "Site or app" column, or
- Click Create message, then Apps, then Select apps.
- Click Create message, then Sites, the Select sites.
- In the "Privacy policy URL" column, click the row you want to edit.

Enter your privacy policy URL.
- Click Save in the "Privacy policy URL" dialog box.
- Click Confirm to save your changes to be applied to future messages. This will also update the privacy policy URL in any existing messages displayed in that app or site.
