Your site doesn't have an ads.txt file
If your site doesn’t have an ads.txt file, you need to create an ads.txt file and implement it correctly in your AdSense account.
Follow the instructions to create an ads.txt file for your site.
You copy and paste this text into your ads.txt file and upload to your site's root directory. If you have an existing ads.txt file, that’s where you paste the code. These changes may take a few days to update.

Your publisher ID is missing from your ads.txt file
Your publisher ID must be included and formatted correctly for your ads.txt file to be verified.
If your publisher ID is missing from your ads.txt file, then you need to copy it from your account and add your publisher ID to your ads.txt file.
You've uploaded your ads.txt but AdSense still says you need to create one
It may take a few days for AdSense to automatically crawl and verify your ads.txt file. Wait at least a few days for your ads.txt status to update. If your site doesn't make many ad requests it may take up to a month.
