Search Ads publishers are free to use any Google-certified TCF CMP. The steps below are written to help AdSense for Search (AFS) partners who want to use Google’s consent management solution.
As previously announced, on February 1, 2024 we will begin enforcing new consent management requirements for partners using our Search Ads publisher products (AdSense for Search, AdSense for Domains or Programmable Search Engine). Publishers may meet those requirements by implementing a Google-certified CMP that integrates with IAB Europe’s Transparency and Consent Framework (TCF) to collect consent when serving ads to users in the European Economic Area (EEA) or the UK.
Tag your sites for ad blocking recovery messages
- Sign in to your AdSense account.
- Click Privacy & messaging.
- Click Manage on the ad blocking recovery message type card.
- Click Tagging.
- Click Copy to copy the ad blocking recovery tag code into your site. Then, paste the code between the
<head>
and</head>
tags in your site's HTML code. Ensure the tag is triggered before the search ads on your search results pages.Note: Do not create an ad blocking recovery message. You will use European regulations messages to create messages you display to users on your site.
Create a European regulations message
- Click Privacy & messaging.

Create a new message. On the European regulations message type card:
- Click Create if this is your first European regulations message.
- Click Manage if you've previously created an European regulations message. Then, click Create message.
- Select the sites in which this message will be displayed:
- Click Select sites.
- Select the desired site.
- Click Add URL to enter the site’s privacy policy URL.
- (Optional) Click Add logo to add a logo to your message.
- Click Confirm.
Notes:- If you don't see a site listed, you can add a new site to your AdSense sites list.
- If you choose to verify your site using the AdSense code snippet, make sure Auto ads are turned off if you're not interested in showing display ads on your site.
- Select your message's default language and optionally several additional languages. Your message will be displayed to users in the default language, unless one of the additional languages you select better matches the language setting on the user’s device.
- In the "User choices" section, decide the appropriate message setting for your use case.
- When you’re ready, click Publish. Or, click Save draft to save a draft of the message and exit the message builder without publishing.
