After a creative is reviewed, you can find the status in the Creative status tab and in the DV360 status and Exchange status columns in your advertiser's list of creatives. If your creative is rejected or servable but has limiting policy labels, you may be able to submit an appeal. There are two types of appeals:
- Resubmit for approval: If your creative is rejected and you have fixed the issue outside of Display & Video 360.
- Dispute decision: If your creative has a policy restriction applied that you do not agree with.
Note: When you make changes to a creative in Display & Video 360, for example, changing the landing page URL, the creative will be automatically reviewed when you save. You don't need to resubmit it for approval.
Before you appeal
Keep in mind:
- You can only appeal a creative once every 8 hours.
- You can appeal a creative up to 3 times each. You can find how many appeals remain by selecting a creative and clicking "Appeal".
- When you resubmit a creative for approval, the creative status will change from rejected to pending. When you dispute the decision of a creative, the creative status will not change during the appeal. Creatives can't serve unless the status is servable or approved. If all of the creatives assigned to a line item are pending, the line item can't spend.
Resubmit for approval
If your creative is rejected for reasons unrelated to its content, you need to make changes outside of the creative to fix the problem.
Some common disapprovals are related to:
- Landing pages: If the ad’s landing page isn’t compliant with specific policies or wasn’t working at the time of initial review, you’ll need to get the landing page fixed or use a different landing page URL.
- Missing certifications: Your advertiser hasn’t been certified for serving ads for certain restricted products and services.
Once you’ve made any changes needed to comply with the policy, follow the steps below to resubmit rejected creatives for review.
Resubmit one creative
Follow these steps if you only need to resubmit one creative:
- Open the creative you want to resubmit.
- Click Creative status.
- Click Appeal. An appeal window will open.
- For the appeal type, select Resubmit for approval.
- Select the exchanges you want to resubmit for approval. Note that resubmit is only available for supported exchanges (Display & Video 360, Google Ad Manager, and Xandr - Monetize SSP).
- Click Submit.
All policy labels that are eligible for resubmission for the creative will be reviewed.
Resubmit more than one creative

Open an advertiser, then click CreativeCreatives in the left menu.

Select the creatives you want to submit for approval.
- Click Appeal. An appeal window will open.
- For the appeal type, select Resubmit for approval.
- Select the exchanges you want to resubmit for approval.
- Click Submit.
All policy labels that are eligible for resubmission for the selected creatives will be reviewed.
Dispute a policy decision
If you believe we’ve made an error with a policy decision, you may be able to dispute the decision directly from Display & Video 360:
Dispute policy decisions for one creative
- Open the rejected creative you want to dispute.
- Click Creative status.
- Click Appeal. An appeal window will open.
- For the appeal type, select Dispute decision. If you can't select this option, the creative isn't eligible for dispute. Learn about reasons you may not be able to appeal
- If your creative has more than one policy label, select the policy labels that you wish to dispute.
- Click Submit.
Dispute policy decisions for more than one creative

Open an advertiser, then click CreativeCreatives in the left menu.

Select the creatives with policy decisions you want to dispute.

Click Appeal. An appeal window will open.
- For the appeal type, select Dispute decision. If you can't select this option, none of the creatives you've selected are eligible for dispute. Learn about reasons you may not be able to appeal.
- For each creative, select the policy labels that you wish to dispute. If some of the creatives you selected to dispute don't appear, they aren't eligible for dispute.
- Click Submit.
Check the status of an appeal
After appealing, you can check on the status of your appeal in the Appeal History page. Most creatives are reviewed within 1 business day. Do not contact support to check on review status within this timeframe.
- Open an advertiser, then click CreativeAppeal History in the left menu. You'll find details for any ads or creatives you've appealed. This list includes both YouTube ads and other creative types.
- When a review is complete, the appeal status is "Completed" and the date is shown in the "Completed" column.

The Result column shows the results of a policy appeal after it's completed.

Successful: The dispute was successful for all of the ads in this appeal and the policy label was removed.

Partially successful: For YouTube inventory, the policy label was removed from at least one of the ads that were reviewed. For all other inventory, at least one of the policy labels were removed. If there are remaining policies applied to your ads that are restricting serving, you can appeal if you've read the respective policy and disagree with the decision.

Error: Try again: There was a problem while processing the appeal request. Try again.

Failed: None of the ads or creatives were successfully appealed. Review the feedback from each ad or creative and fix the issue.

Duplicate: Your appeal has not been processed because it was submitted while we were still processing your previous appeal on the same set of ads.

Exceeded appeal retry-limit: You submitted the same appeal too many times. If you see this status, please contact customer support for assistance with filing a new appeal.

Reasons you might not be able to appeal
Sometimes when you try to appeal a creative, it isn't eligible to be appealed. Some common reasons for this are:
- The creative is approved and has no policy labels applied.
- The creative is currently being reviewed and the creative's status is "Pending". Wait for the review to complete.
- The tag is invalid in Campaign Manager 360. To resolve this problem, fix the placement in Campaign Manager 360.
- The creative is servable with a restrictive policy label that is not eligible for dispute.
- You attempted to appeal more than 100 creatives using one bulk action. Select 100 or fewer creatives.
- The creative has reached the limit of 3 appeals.
Find the reasons a creative is not eligible for appeal
You can find the specific reasons a creative isn't eligible on the Creative status tab.
- Open the creative.
- Click Creative status.
- Find the Appeal button at the end of the page. If it's disabled, the creative isn't eligible for appeal. Hover over or select the button to find the reason why.
