Understanding Smart campaigns' country restrictions

The following article applies to all Google Ads products, including Smart campaigns.

Google must comply with sanctions imposed by the United States Office of Foreign Assets Control (OFAC). As a result, Google Ads isn't available to advertisers in the following countries or territories:

  • Crimea
  • Cuba
  • Iran
  • North Korea
  • Syria
  • So-called Donetsk People's Republic (DNR)
  • So-called Luhansk People's Republic (LNR)

Recently added regions

If you're based in a location that has recently become subject to OFAC sanctions (for example, Crimea), your Google Ads account will be suspended. My Client Center (MCC) accounts based in embargoed countries or territories will be suspended, and their managed accounts may also be suspended.

If your account is affected by OFAC sanctions, we'll notify you by email when we suspend your account. No grace periods or exceptions are possible.

If you believe your account shouldn't have been suspended, please use this form to request an appeal.

Account access within embargoed regions

Even if your account isn't based in one of the embargoed countries or territories, you could still be affected by the embargo. That's because when you're physically present in an embargoed country or territory, you won't be able to sign into Google Ads. However, you can still access the Google Ads Help Center, Policy Center, and other Google Ads websites that don't require signing in.

Refunds for existing accounts

We'll try to provide refunds to affected Google Ads account owners with unused prepayment balances to the extent that we're legally allowed. For example, in Crimea, no refunds will be processed after February 1, 2015, as required under U.S. law. If sanctions are lifted in the future, we may be able to issue refunds at that time.

Location targeting

Ads can't be shown in countries or territories subject to OFAC sanctions (and don't appear as targeting exclusions in Google Ads).

If your campaigns are set to show in a country or territory that was recently added to the OFAC list (for example, Crimea), those campaigns will stop running. To resume those campaigns, edit your Smart campaign to change your location targeting to avoid showing your ads in the embargoed country or territory.

Account support and optimization

If you're located outside these regions but promote products or services based in the region, you're not eligible to receive customized support or account optimization.
