Use the shop applicability [store_applicability] attribute to indicate whether your promotion is applicable to all shops or only specific shops.

Minimum requirements
These are the requirements that you'll need to meet to show your promotion. If you don't follow these requirements, we'll disapprove your promotion and let you know in your Merchant Center account.
- If you submit the value '
specific_stores', you must also use either the shop codes inclusion[store_codes_inclusion]attribute or the shop codes exclusion[store_codes_exclusion]attribute. - If you submit the value '
all_stores', the shop codes inclusion and shop codes exclusion (see below) attributes will be ignored.
