Time data may be specified in hours and minutes in 24-hour time; seconds are optional. If no time is specified in your feed, then the time is assumed to be 00:00:00. For example, an element value with a 03/15/2013 start date and a 03/16/2013 end date serves for exactly 24 hours (midnight to midnight).
Types of start and end date scheduling
Date and time content can be targeted based on system time or user time. System time uses global UTC time (Coordinated Universal Time). When you upload your feed to Studio, it automatically converts the time into global UTC time for serving. If you do not include a specific time zone with your data in the feed, then it is assumed to be Pacific Time (PST/PDT, Google Mountain View time).
User time allows scheduled rules dynamic content swaps to be based on the time of the user. User time is determined by the IP address of the user. For instance, if the feed contained a column that was eligible from 12/12/2013 12:00:00 to 12/12/2013 14:00:00, that content would be eligible to be served from noon until 2PM for the user. When using user time, time zones should not be included and will result in errors during feed transformation.
