To capture valuable insights while protecting user privacy, you need to collect consent from your website users. We recommend you use a Consent Management Platform (CMP) or work with your Content Management System (CMS) to collect consent and send it to Google.
How it works
When a user visits your website, you need to ask them for consent so that the Google tag can write and read cookies. A consent banner is a notification that shows up on a website. It informs users about their choices for sharing their personal data. To facilitate the process of setting up a consent banner, Google has developed a consent management platforms (CMP) partner program. You can also build a consent banner yourself, if your organization requires it.
Get started with consent mode
Consent management platforms (CMPs) are able to integrate with consent mode and consent settings in Google Tag Manager. Consent mode allows you to record consent from end users about sharing their personal data with Google so that they can receive personalized ads in the European Economic Area (EEA). It works by using your Google tags which dynamically adapt to only use cookies when consent has been given by the user.
Consent mode also activates Google's conversion modeling which fills in any gaps in conversion when observable data isn’t available.
To set up consent mode you need to:
- Collect user consent via a consent banner
- Make sure your banner complies with the requirements in the Google EU User Consent Policy (EUUCP)
- Communicate user consent to Google
- Confirm that user consent has been collected by communicating user consent signals with Google’s tools.
You can collect user consent by:
- Setting up your own consent banner: If your organization requires you to build your own consent banner, you need to integrate with Google’s consent API yourself.
- Partner with a CMP or CMS partner: to collect consent and send that consent state to Google

Set up your consent banner with a CMP or a CMS
If you maintain a website, the easiest way to implement a consent banner is to use a consent management platform (CMP) or content management system (CMS) if your CMS already offers a consent banner solution.
Instructions
If you haven’t already, before you select a CMP or CMS, you need to Set up your Google tag.
- Access your Google tag screen.
- Go to the “Admin” tab.
- Under “Google tag management”, open the “Set up consent mode” section, select one of the following options if you don’t already have consent mode set up:
- I use a consent banner created by a third party.
- Use a content management system (CMS), website builder, or a consent management platform (CMP), you’ll get step by step instructions on how to set up consent mode for that platform. Click Next then, Select platform.
- I use a custom consent banner.
- If your organization requires you to build your own consent banner, you need to integrate with Google’s consent API yourself. Click Next, then Get started.
- I don’t have a consent banner.
- You can choose to use a content management system (CMS), website builder, or a consent management platform (CMP), you’ll get step by step instructions on how to set up consent mode for that platform. Click Next then, Select platform.
- I use a consent banner created by a third party.
