Because Google is based in the United States, Ad Exchange isn't available to publishers who are in countries or territories that are subject to sanctions by the United States Office of Foreign Assets Control (OFAC). This includes the following countries and territories:
- Crimea
- Cuba
- So-called Donetsk People's Republic (DNR) and Luhansk People's Republic (LNR)
- Iran
- North Korea
- Syria
Recently added regions
If you're based in a location that's recently become subject to OFAC sanctions (for example, Crimea), your Ad Exchange account has been suspended.
If your account is affected by these sanctions, we’ll notify you when we suspend your account. No grace periods or exceptions are possible. If you believe your account shouldn’t have been suspended, please use this contact form to request an appeal.
Account access within embargoed regions
Even if your account is not based in one of the embargoed countries or territories, you could still be affected by the embargo. That's because when you’re physically present in an embargoed country or territory, you are not able to sign in to Ad Exchange. However, you can still access any Ad Exchange sites that don’t require signing in.
Geography targeting
Countries or territories subject to OFAC sanctions are not targetable (and do not appear as targeting exclusions) in Ad Exchange.
If your campaigns specifically target a country or territory that has recently been added to the OFAC list (for example, Crimea), ads targeting that country or region will stop running. To resume those campaigns, change your geotargeting to avoid targeting the embargoed country or territory.
Account support and optimization
If you're located outside these regions but promote products or services based in the region, you're not eligible to receive customized support or account optimization.
Scaled Partner Management
If you have a subsyndicate partner based in one of the embargoed regions, your partner will be suspended pursuant to our account suspension practices for policy violations.
