When you first create a Search Ads 360 bid strategy with an ROI goal and select a Google Ads engine account, you can choose between getting recommendations for location-target bid adjustments or letting the bid strategy set the bid adjustments for you.
If you start with getting recommendations, you can edit the bid strategy so that it makes the adjustments.
If you start with letting the bid strategy make adjustments, you can edit the bid strategy so that it only recommends adjustments.
From recommendations to setting adjustments
To edit a bid strategy so that it sets location-target bid adjustments for you:

Navigate to an advertiser.
Steps for navigating to an advertiser-
Click the navigation bar to display navigation options.

In the "Agency" list, click on the agency that contains the advertiser. You can search for an agency by name or scroll through the list.

In the "Advertiser" list, click on the advertiser.

Click Apply or press the Enter key.
Search Ads 360 displays the advertiser page, which contains data for all of the advertiser’s engine accounts.

In the left navigation panel, click Bid strategies.

In the Bid strategy column, click the bid strategy name.

Click the Targets▼ tab, then click Location targets.

Above the reporting table, click the Change bid strategy setting button.

Click Yes to confirm.
After you make this change, it may take up to 24 hours for the bid strategy to change bid adjustments.
Don't see the Targets tab?
The Targets▼ tab only appears for bid strategies applied to a Google Ads engine account, and with a conversions, revenue, or advanced targeting goal.
Don't see the Change bid strategy setting button?
The Change bid strategy setting button only appears if the bid strategy is currently recommending location-target bid adjustments. If you don't see the button, the bid strategy is already set to automatically adjust bids.
From setting adjustments to recommendations
To edit a bid strategy so that it only recommends location-target bid adjustments:

Navigate to an advertiser.

In the left navigation panel, click Bid strategies.

In the Bid strategy column, click the bid strategy name.

Click the Bid strategy settings button that appears above the tabs.

On the Goal page of the bid strategy settings panel, remove the check from the Location target bid adjustments checkbox.

Click Save bid strategy.
The bid strategy no longer sets the location-target bid adjustment. You can view the recommended bid adjustment and manually change it.
